Instant Pot Penne with Meat Sauce

Bechamel

  • 1 1/2 tbsp Butter
  • 1 1/2 tbsp Flour
  • 1 1/2 c Milk
  • 1/4 + 1/8 tsp Salt
  • Pinch Nutmeg
  • 1/8 tsp White pepper
  • 75 g Shredded mozzarella cheese

Penne with Meat Sauce

  • Olive oil
  • 3/4 - 1 lb Ground beef
  • 1 tsp Salt
  • 1 tsp Onion powder
  • 1/2 tsp Garlic powder
  • 1/2 tsp Sugar
  • 28 oz Can crushed tomatoes
  • 10 Fresh basil leaves, chopped
  • 2 c Water
  • 1 Beef bouillon cube, dissolved
  • 9 oz Uncooked penne noodles

For Bechamel: In a small saucepan, melt butter. Whisk in flour. Gradually whisk in milk. Stir in salt, nutmeg and pepper. Bring to a gentle boil. Stir in mozzarella cheese. Set aside. 

For the penne and meat sauce: Turn the instant pot onto saute and add olive oil. When hot, add ground beef. Season with salt, onion powder, garlic powder, basil and sugar. Cook until browned. Pour in the can of crushed tomatoes, water, basil and dissolved beef cube. Stir well. Add the penne. Change the instant pot setting to pressure cooker for 6 minutes. Release pressure. Stir. Pour the bechamel over the top. Close lid and switch setting to bake at 400 for 3 minutes.
